CHAIR  JOHN  COWDERY convened  the  joint  meeting of  the  House                                                             
Transportation Standing  Committee and the  Senate Transportation                                                               
Standing Committee  at 1:29 p.m.   Present  at the call  to order                                                               
from   the   House   Transportation   Standing   Committee   were                                                               
Representatives   Masek,  Holm,   Fate,  Kapsner,   Kookesh,  and                                                               
Kohring.   Representative Heinze  arrived as  the meeting  was in                                                               
progress.    Present  at  the  call  to  order  from  the  Senate                                                               
Transportation  Standing  Committee  were  Senators  Cowdery  and                                                               
Wagoner.   Senators Therriault and  Olson arrived as  the meeting                                                               
was in progress.                                                                                                                
                                                                                                                                
SUMMARY OF INFORMATION                                                                                                        
                                                                                                                              
MIKE BARTON, Commissioner, Department  of Transportation & Public                                                             
Facilities (DOT&PF),  gave a brief introduction  of key personnel                                                               
involved   with   the   Ted   Stevens   Anchorage   International                                                               
Redevelopment Project.                                                                                                          
                                                                                                                                
DAVID EBERLE,  Regional Director,  Central Region,  Department of                                                               
Transportation  &  Public  Facilities,  gave a  synopsis  of  the                                                               
project from  inception to  the current date.   He  described the                                                               
process that evolved  which had caused initial  delays in getting                                                               
the project  underway, how  this impacted  the timelines  for the                                                               
project, and where the project was in terms of completion.                                                                      
                                                                                                                              
KIP  KNUDSON,  Deputy Commissioner  of  Aviation,  Office of  the                                                               
Commissioner, Department  of Transportation &  Public Facilities,                                                               
provided an  overview of the  status of the airlines  in relation                                                               
to  this project  and how  the department  and the  airlines were                                                               
working  together  to  determine which  capital  projects  didn't                                                               
pertain  to   the  terminal   redevelopment  project   and  could                                                               
therefore be  delayed or canceled  so as to minimize  the overall                                                               
impact on  the redevelopment  project.   Mr. Knudson  stated that                                                               
DOT&PF   would  seek   increased  bonding   authority  from   the                                                               
legislature in order to finish this project.                                                                                    
                                                                                                                                
MORTON   V.   PLUMB   JR.,  Director,   Ted   Stevens   Anchorage                                                               
International  Airport,  Department  of Transportation  &  Public                                                               
Facilities, gave  an update on  the damage caused to  the airport                                                               
as a  result of the  previous night's severe storm  in Anchorage.                                                               
He said  that damage was  extensive, primarily affecting  the old                                                               
"A"  concourse; however,  he  did  not have  an  estimate of  the                                                               
damage at this time.                                                                                                            
                                                                                                                                
CLIFFORD  T.   ARGUE,  Staff   Vice  President,   Properties  and                                                               
Facilities,   Alaska   Airlines;  Chairman,   Anchorage/Fairbanks                                                               
Airlines  Airport  Affairs Committee,  gave  an  overview of  the                                                               
status  of the  airlines  with respect  to  the current  aviation                                                               
slump.  Mr.  Argue commented that the airlines  were intending to                                                               
work  with  airport  personnel  to delay  about  $57  million  in                                                               
capital projects  at the  airport.  He  stated that  the airlines                                                               
and the airport  personnel were working together  to complete the                                                               
redevelopment project while being aware of revenue shortfalls.                                                                  
                                                                                                                                
FELIX  MAGUIRE,  President,  Alaska Airmen's  Association,  spoke                                                               
about  the  relationship  between  the airport  and  the  general                                                               
aviation users and the need to include them in the discussions.                                                                 
                                                                                                                                
PAUL  LANDIS, ERA  Aviation, Inc.,  commented via  teleconference                                                               
that the redevelopment was taking  shape and that a collaborative                                                               
relationship existed  between affected personnel that  would help                                                               
resolve construction difficulties.                                                                                              
                                                                                                                                
KAREN   CASANOVAS,  Executive   Director,  Alaska   Air  Carriers                                                               
Association,  spoke via  teleconference, saying  DOT&PF personnel                                                               
were not  listening to general  aviation personnel  regarding the                                                               
redevelopment   project.     Ms.   Casanovas   stated  that   the                                                               
significant impact  of the terminal redevelopment  project places                                                               
an undue  burden on carriers that  utilize the system.   She said                                                               
the air carriers recommend that  the capital projects be deferred                                                               
or delayed.   In summary,  she said  that the mandated  costs for                                                               
the  airlines  are becoming  quite  burdensome  and that  as  the                                                               
industry continues to suffer shortfalls,  DOT&PF needs to examine                                                               
all  options  for funding  sources  prior  to placing  additional                                                               
unwarranted costs on the users.
